This role is within the RWE Renewables Offshore Wind Development UK and Ireland Consents Team.
There is a need to recruit a Senior Consent Manager (SCM) to oversee Consenting activity on current and future offshore wind projects. The role will co-ordinate the many aspects of project development including delivering and maintaining the necessary consents for the project. The role will also deliver and maintain necessary land agreements with landowners and ensure the delivery of other required third party agreements with interested parties to the project. The SCM must ensure the consent and agreements obtained allow for the construction, operation and maintenance of all necessary project assets including the grid connection. They will also ensure approval and delivery of any required supply chain plans. All these activities should be delivered to programme and on budget.
This role will initially be assigned as SCM for the Sofia Offshore Wind Farm. However, the role may in future be reassigned to other offshore projects within the portfolio as needed.
Key responsibilities of the Senior Consent Manager on Sofia will include:
- Overall responsibility for consents, consents compliance, fisheries, land transactions and environmental management on Sofia
- Overall responsibility for ensuring the delivery of the approved Sofia Supply Chain Plan.
- Overall responsibility for the management of commercial fisheries issues on the project.
- Member of the Sofia Senior Management Team attending bi-weekly meetings.
- Delivery of plans and discharge of consent conditions and requirements to enable the construction of the project to continue according to the programme.
- Responsible for weekly and monthly project reporting, creating relevant budget lines, and managing and tracking all relevant risks relating to consents, fisheries, land transactions and environmental management.
- Manage additional consent and licence applications and licence variation as required.
- Interface with Sofia’s package, legal, engineering and commercial teams as appropriate to ensure consenting requirements are understood and accounted for in all decision making.
- Lead on liaison with relevant package teams, ensuring compliance with necessary consent conditions, statutory reporting requirements and landowner agreements
- Support on the OFTO sale process
- Management of team members, setting targets and undertaking annual reviews for performance on the Sofia project.
- Liaison with Dogger Bank C (the adjacent offshore wind project) where required.
- Proactively share lessons learnt and best practice between projects in the wider portfolio
- Support with preparing the project for the operational phase.
Key pre-consent responsibilities of a Senior Consent Manager at RWE include:
- Identification and implementation of an optimum consenting strategy
- Lead project team to deliver and maintain the necessary consents for the project
- Lead project team to deliver and maintain necessary land lease agreements
- Lead Project team to deliver and maintain necessary third party agreements, including any Planning Performance Agreements
- Functional Management and motivation of project consent team personnel
- Coordinate and supervise project development activities and interface with other core project staff and other project teams
- Ensure HSE compliance by project consents team and team interface to project HSE manager.
- Complete contracts with Lead EIA and Planning Lawyers
- Liaison and co-ordination with project partners, key consultants and other supporting contractors, e.g. National Grid
- Liaison activities with government and other key stakeholders (e.g. offshore regulators, Crown Estate, statutory consultees, relevant sea users) , including support for PR messaging
- Local stakeholder, political and media management working with internal press office and political affairs teams
- Liaison with JV partners as appropriate
- Ensure consent and land risks are identified and appropriately controlled
- Manage the consenting budget and deliver workstreams on schedule
- Deliver an approved supply chain plan for the project
- Lead on project relevant consultation responses
- Proactively share lessons learnt and best practice between projects in the wider portfolio
- Ensure Consenting input into examination process, including responses to exam questions and written reps
Knowledge and Skills:
- Enhanced people management skills including motivational and support skills
- Well organised and able to deliver multiple work streams on a large project
- Proven competencies in project development including proven ability at project manager level
- Be highly motivated and have the ability to work to various project deadlines
- Have good communication and interpersonal skills at a range of levels internally and externally
- Likely to have at least 10 years relevant experience of consenting, ideally in the offshore wind discipline
- Detailed understanding of offshore and onshore planning issues and all stages of the DCO process including Examination.
- Ability to influence and persuade stakeholders
Other information:
- The Sofia Offshore Wind Farm role reports to Team Lead Consents on a line basis and the Project Director on a project basis.
- The role will require travel to meetings in RWE’s Swindon Office. Travel to other locations in the UK and Europe may be required.
