Training Coordinator - ASSI at Civil Aviation Authority

Job Descrption

Salary: £26,000 to £30,958 dependent upon experience (pro rata)

Contract Type: Part Time – 3 Days Per Week (21 Hours)

Security Level: SC

 

The Role

 

Air Safety Support International Ltd (ASSI) is a wholly owned subsidiary of the UK Civil Aviation Authority. Established in 2003, ASSI supports the development of civil aviation safety regulation in the UK Overseas Territories (OTs). Its mission is “To ensure, in an inclusive and sustainable manner, that the UK meets its international obligations in respect of aviation safety regulation within the UK Overseas Territories".

 

One of the areas for which ASSI is specifically tasked, is providing assistance and training to the regulatory staff within the Overseas Territory Aviation Authorities (OTAAs). This assistance should complement existing training to staff that is conducted by individual OTs. 

 

The jobholder is responsible for the staff development within ASSI and working with the OTAAs to identify group training needs against regulatory competencies in order to set learning objectives and commission appropriate training.

 

Core Accountabilities

 

  • Manage Regulatory Competency profiles for ASSI staff and ensure these are met by new and existing staff by managing training programmes to accomplish this
  • Manage the new starter process with the line manager to:
    • Arrange the induction program
    • Apply the Training Needs Analysis and use the information to identify appropriate training for the individual against the regulatory competency profile
    • Produce a training plan and monitor completion
    • Maintaining oversight of OJT programs and ensuring they are appropriately conducted and recorded
  • Sourcing and management of training for current ASSI staff – completion of TNA and development of Terms of Reference for the training and commissioning of any appropriate external trainers such as specialist technical training for ASSI policy and regulatory staff
  • Make recommendations to the ASSI Training manager on training requirements
  • Highlight potential training gaps and opportunities to the Training Manager
  • Create and maintain training materials
  • Learn how ASSI operates to be able to make recommendations on the best method of delivering training, seminars etc
  • Coach managers through discussion to come up with the best training solution for the audience it is intended for
  • Organise group training events, predominantly held overseas including the venue, interaction of delegate and commissioning and managing any external trainers
  • Manage a program of webinars for the different disciplines within ASSI to address regulatory updates and /or technical training. This includes working with regulatory staff to identify subject matter for webinars and providing coaching on effective delivery using modern technology
  • Providing train the trainer support to ASSI staff to enable them to deliver technical and regulatory training at seminars
  • Maintain training records for initial, recurrent, and specialised training, documenting all stages of learning on ASSI’s management system in SharePoint and Centrik
  • Responsible for quality checking of training records and consulting with the Training Manager regarding any discrepancies
  • Identify any risks ensuring all current and future regulatory requirements are adhered to with effective controls in place
  • Carry out regular audits of training records, training materials and documentation to ensure compliance with ICAO standards
  • Evaluate the training and provide Senior Management with reports making recommendations where appropriate
  • Setup of events on ASSI’s LMS for management of group events and seminars/webinars
  • Assist with development of ASSI’s LMS to benefit OTAAs and OT industry
  • Organise travel for seminars and learning events as well providing the necessary support for other regulatory trips as necessary
  • Provide data to CAA Finance associated with budgeting (tracking and reporting)
  • Prepare and deliver information on training at the monthly training meetings and OTAA quarterly meetings

 

About You

 

To be considered for this role you must have:

Essential

  • Excellent attention to detail
  • A well-developed knowledge of training management techniques and processes with experience of evaluating the success of delivered programs and learning
  • Has a continuous improvement mindset
  • Experience in data entry and administration
  • An ability to work independently and follow a high – level outline
  • Excellent interpersonal skills with the ability to build trusted work relationships with the team and external stakeholders/providers
  • High level of initiative with a self-starter attitude
  • Communication skills across different cultures and with individuals at different levels of seniority
  • Excellent organisation skills, ability to handle and prioritise work in a methodical way, being conscious of working to high quality standards

 

Desirable

  • Train the trainer skills and training delivery
  • Experience of Learning Management Systems to host eLearning and training events
  • Experience of the aviation industry
  • Managing Overseas training events
  • Training qualification

 

Additional Information

 

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

 

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
