Purpose

 

Provides overall accountability for strategic direction, leadership, and oversight for Scotiabank’s UK, Ireland and Asia-Pacific Treasury operations in support of the GBM business line. Ensures business strategies, plans, and initiatives are supported in compliance with governing regulations, and internal liquidity management guidelines as well as managing funding for multiple currencies.

The incumbent works with the business leaders and the regional heads for Europe and APAC to prudently grow all aspects of treasury business at a level that balances both risk and return. Asset and liability management is a key area of focus and incorporates funding and liquidity management, FX risk management, capital management, and the management of securities held for investment purposes or pursuant to statutory requirements. The Regional Treasurer is expected to provide direction of ALM strategy and ensure adherence to applicable regulatory requirements. The position also has input into other functional areas which have a direct impact on the region’s treasury function (e.g., technology, risk management, operations etc.).

 

Subject to regulatory approval, in respect of Group Treasury, the role has responsibility for SMF 22 under the Senior Managers Regime.

 

Accountabilities

 

  • Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.

 

Funding & Liquidity Management

  • Prudent management of the liquidity metrics of GBM in Europe and APAC.
  • Broaden customer base to improve liquidity and reduce reliance on the interbank market.
  • Optimize and simplify the HQLA portfolio and regional funding strategies, while adhering to risk limits, to maximize revenue and reduce costs.
  • Provide value add insights and challenges to local management on the allocation of scarce financial resources including both asset and liability generation.
  • Coordination with Group Treasury on managing size, composition and generation of liabilities including deposits and, CD as well as FX management/arbitrage.

 

Regulatory Reporting and Analytics

  • Lead in strategic management of Liquidity Stress Testing, Cash Gaps, and Counterparty analysis.Ensure that infrastructure and controls of data reporting integrity is sound and accurate.

 

Risk Management

  • Partner with local, regional and head office risk managers to ensure consistent implementation of all-Bank risk management policies and procedures throughout the region.
  • Directs day-to-day activities in a manner consistent with the Bank’s risk culture and the relevant risk appetite statement and limits.   Communicates the Bank’s risk culture and risk appetite statement throughout their teams.

 

Leadership

  • Leader in developing and instituting best Treasury practices including governance, frameworks, policies, and guidelines demonstrating a well-managed Treasury Division.
  • Represent Treasury in Europe and APAC with internal stakeholders as well as with external counterparts including Regulators and Customers.
  • Participation as a voting member or Chair role in Committees, Steer Cos, or Working Groups at the local as well as Group Treasury level.
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls.  Meeting obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.

 

 

Dimensions

 

  • Expert knowledge of the regulatory environment, markets and products traded, risks assumed, and systems used for GBM Treasury in the region. The incumbent will possess a strong awareness of procedures and practices in a large number of marketplaces in which he/she trades.
  • Must possess a very strong knowledge of economics, financial and world affairs, financial analytical techniques, and financial mathematics along with an excellent ability to retain facts and figures, to properly analyze future economic trends, economic and market sentiment, in order to correctly position the book within liquidity restraints, agreed profit levels and acceptable return on assets.
  • An expert ability to balance competing or conflicting goals of various departments/countries/stakeholders, requiring a mature, diplomatic approach and advanced negotiation and influencing skills.
  • Exhibit an advanced ability to actively listen, negotiate and communicate goals, share knowledge, experience and responsibility when dealing with direct reports, employees, and business relationships to create a drive to be the best.
  • This position requires a high degree of precision and a strong need to be able to multi-task and be detailed oriented.  Interaction with customers, internal staff and Group Treasury Toronto are all required with tight deadlines in funding the Bank. This role also required strong oral and written communication skills.
  • Relationship with Central Banks and Regulators in England, Ireland and in APAC.

 

 

Experience/Education

 

  • Business/engineering/finance/mathematics degree is a must. 10 year experience in Treasury or Capital Markets roles, Market Risk Management
  • Experience dealing with financial products, foreign exchange, securities and/or derivatives
  • Proficient in International Banking Regulations and sound practices (Basel, OSFI, IOSCO, Others)
  • Ability to represent The Bank of Nova Scotia in front of a variety of customers, Central Banks, regulators and investors in the various geographies under his/her supervision
