Position Function - Under the direction of the Director and/or Designee performs assigned duties necessary to direct and oversee the daily operations of Utility Billing and related Field Services. Represents the City in court proceedings.
Essential Duties% of Performance
Performs assigned duties necessary to direct and oversee the daily operations of Utility Billing and related Field Services. Duties include, but are not limited to: developing and implementing processes and/or procedures for the calculation, distribution, receipt and reconciliation of billing statements; records management; cash management; banking transactions; and field support and operations. Responsible to ensure accurate accounting, audit, data entry and reporting of billing transactions, trend analysis, consumption reporting/monitoring, etc.; develop and maintain monthly revenue and expenditure reports, final notices, payment schedules, and liens and/or write-offs; prepare trend/history analysis; and assist in the preparation of revenue projections. 65%
Performs assigned duties necessary to manage the selection and retention of Personnel, to include training and development initiatives. Responsible for conducting performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies and/or directives.20%
Provides technical staff assistance to the Director and/or Designee by preparing and presenting department and project related reports. 10%

Requirements/Knowledge/Skills/AbilitiesRequired knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor’s Degree in Accounting, Finance or related field and five (5) five to seven (7) years of work related experience is required.Three (3) years supervisory and local government/utility billing experience is required.Seven (7) years of work related experience may substitute for the Bachelor’s Degree.Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets and other job related analysis.Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.Work requires substantial independent judgment and decision-making. Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public. Competent in the use of Microsoft Excel, Word, Outlook and Department related software. Thorough knowledge of basic laws and procedures governing utility services, and related collection procedures.Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with all age groups and backgrounds and needs.Must exhibit attention to detail, accuracy, and safety. Must posses strong organization skills and have the ability to work in a fast paced work environment.Must possess a valid Texas Class C driver license. Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
