PSIO - County Lines - 12 months Fixed Term Contract/Secondment at West Midlands Police

Job Descrption

West Midlands County Lines Taskforce is a Home Office funded team of police officers and staff that, as part of a 3 year funded programme, has the objectives of bring County Line perpetrators to justice, reducing the exploitation of children and vulnerable adults linked to drug lines, reducing and mitigating violence linked to County Lines and tackling the enablers of this criminality. The position involves the development and investigation of criminal drug lines linked to organised crime with this dedicated capability. The role will involve working as part of a wider team, under the direction of a supervisory lead, to direct appropriate enquiries to support the stated objectives. As directed the post holder will be expected to undertake investigative activity to secure and preserve evidence to support positive criminal justice outcomes as well as working with partners to protect individuals.

 

Qualifications

The knowledge, skills and competencies that underpin the requirements of this role are as follows;

  • Prepare, Plan and Carry out Suspect and Witness Interviews following the appropriate guidelines.
  • Take written statements from witnesses following the guidelines to achieve best evidence
  • Ensure enquires are carried out expeditiously in accordance with investigation policy and relevant legislation
  • Secure and preserve the best evidence through thorough investigation, in order to detect crime and the prosecution of offenders, to include: Retrieval, retention and reviewing of CCTV as directed by a supervisor and conducting house-to-house enquires and completing relevant actions as directed by a supervisor
  • Comply with all relevant legislation
  • Utilise all appropriate ICT systems to research, produce and submit statements, reports and intelligence logs, particularly those linked to telecommunication enquiries
  • Obtain and secure evidence and exhibits maintaining their integrity, continuity and preventing contamination
  • Prepare/submit case files of evidence ensuring evidential integrity and working with CPS and other agencies.
  • Attend Court and other hearings, as required, to give evidence.

 

Secondment Statement: 

Secondment Policy: (paragraph 7.3)

For the duration of the secondment, you will be paid at the appropriate rate for the role that you are seconded into. In general terms, the expectation is that this will be the bottom spinal column point for the appropriate grade, as per our standard recruitment process.

The only exception to this is where you are seconded to a role of the same grade, in which case your substantive spinal column point should continue to be paid. Where you or your manager feel that you have relevant skills and experience for the role which would require consideration of a higher spinal column point, a salary justification form will need to be completed and sent to the Reward Team for review and consideration in line with usual recruitment processes. 

If you are seconded into a role of a lower grade than your substantive post, you will receive the maximum spinal column point for that grade. Shift allowances and payments for unsociable or weekend working will only be paid as applicable to the role that you are seconded into (at the applicable rate). In other words, if you receive shift allowance in your substantive role, however the role that you are seconded into doesn’t attract a shift allowance you will not receive this for the duration of the secondment.

Vetting

Successful applicants will be required to pass both Management Vetting and Counter Terrorism Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

 

Medical (Operational)

Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.

 

Hours of Work and Flexibility

No shift allowance – core hours for all roles will be 0800 x 1600hrs (relevant hours are 0800 x 2000hrs)

The post holder will be contracted to work 36.5 hours per week on a Mon – Fri basis working between 0800 and 2000. They will need to have the ability to travel to different locations as required.

Core Hours will be 8:00 x 16:00, however flexibility is required.

Flexibility in hours / length of duty may be required at times as required by the demands of the role

All other terms and conditions will be in line with the Police Staff Council Handbook and the post holders Contract of Employment.
