General Description:

The Program Management Officer (PMO) of Solid Waste Services will report to the Commissioner’s office and work within the Department of Public Works to plan, organize, direct, and control the activities of the Solid Waste Services department.

This position ensures that the solid waste operation is operated in accordance with all environmental, and transportation rules and regulations, to avoid significant regulatory sanctions. Further, it provides leadership and guidance to solid waste department consistent with the Strategic Plan.  The PMO will be responsible for leading the vision and implementation of systemic changes to reduce waste generation and repurpose and recycle significant portions of the waste stream.

This position will build strong partnerships within the Department to help foster a collaborative environment for both staff and the leadership team. Similarly, the Program Management Officer, will be positioned to develop strong working relationships with sister Departments, and our external partners to help ensure the Department runs efficiently and effectively delivers the best possible outcomes for the City of Atlanta.

Supervision Received: Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences. 

Duties & Responsibilities: Essential Duties & Responsibilities: 

  • Develop, plan, and implement the Solid Waste Services Department's goals and objectives, in support of the Strategic Plan; recommend and administer policies and procedures. 
  • Ensuring follow through with exceptional organizational execution of projects and capital planning initiatives·
  • Direct, oversee, and participate in the development of department work plan, goals and objectives; assign work activities, monitor work flow & progress; review and evaluate work products.
  • Ensuring compliance with all environmental regulations, enforcing solid waste regulations, and coordinating recycling efforts
  • Developing service plan enhancements
  • Directing a variety of administrative, operational, and financial support functions
  • Developing and implementing policies, procedures, and programs
  • Championing and facilitating a safe and inclusive workplace that supports employee engagement, innovation, and productivity
  • Representing the Department for all capital projects, seeking approvals, reporting on progress, meeting budget and schedule requirements and assuring adherence to standards
  • Respond to the Commissioners office and City Council requests for information; prepare and present reports, updates, etc. regarding solid waste services activities. 
  • Represent the department to the community and its citizens.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints. 
  • Assure regulatory compliance with state (Texas Commission on Environmental Quality, TCEQ) 
  • Evaluate new solid waste management options, concepts and ideas and evaluate for applicability to the City; Implement operational or technological changes, as necessary, to insure long-term disposal capacity for the citizens of Atlanta. 
  • Develop staff to understand work-related responsibilities to improve service, performance and assist in their professional development. 
  • Oversee the development of written departmental policies and procedures.

Leadership Provided:   Provides guidance to a varied group of Managers and Supervisors or may directly supervise a staff of professionals and team leaders engaged in an organization-wide or policy-advisory activity. Guidance should typically be general in nature and focus on objectives, end results, and policies. 

Knowledge of methods, materials and techniques employed in public works; of principles and practices of strategic management and planning; of recent developments, current literature, and sources of information in municipal public works administration; of the principles of organization, management, budget, and personnel management; of various financing mechanisms for enterprise operations and rate setting principles. Skill in the operation of a personal computer and relevant software. 

Ability to: organize, direct, and coordinate the activities of a moderately large department in a manner conducive to full performance and high morale; to work effectively and develop 

Ability to; establish positive relationships with a diverse population and cultures; to delegate authority and responsibility; to schedule and program work on a long-term basis; to communicate clearly and concisely, orally and in writing; to select, supervise, train and evaluate subordinates; to participate as a team player and collaborate with other departments and agencies; to generate new and creative ideas as a result of visionary and strategic thinking. 

Minimum Qualifications: 

Bachelor's degree from an accredited college or university in Business administration or a related area. Five to seven years of professional and managerial experience in the field of public works, or equivalent organization to include 5 years in a supervisory or managerial position. 

Preferred Education & Experience: Master’s degree in Business administration or a related field and ten years of professional and managerial experience in the field of public works, or equivalent organization to include 7 years in a supervisory or managerial position. Licensures and Certifications Landfill Operators Certificate and National Safety Council Membership.
