Basic Eligibility For A Position With The NRO

  • You must be able to obtain and maintain a TS/SCI security clearance

Where You Will Work

The NRO’s Office of Intelligence is seeking a highly motivated technical officer with excellent analytic and collaboration skills to serve as an All-Source Intelligence Analyst. The NRO Office of Intelligence coordinates, consolidates, and synchronizes the various intelligence and threat functions performed across the NRO in support of research, design, acquisition, launch, operations, sustainment, and protection. The Office of Intelligence applies analytic and technical knowledge and experience to assess intelligence reporting and leverages points of contact throughout the NRO, Intelligence Community (IC), and national security community to provide insights into foreign threats to NRO missions. The Office of Intelligence’s mission is accomplished by researching, compiling, and assessing large amounts of data in support of threat identification and impacts of threats on research, design, acquisition, launch, operations, sustainment, and protection. OOI’s Strategic Intelligence Group researches, requests, and compiles exquisite intelligence and briefs NRO and D&O top leadership to support awareness and development of mitigations and protections.

What You Will Be Doing:

This position is suited for individuals that have substantive expertise in all-source intelligence analysis and experience across NRO operations, architecture, and/or capabilities. Candidates should have extensive experience directly supporting intelligence missions and/or operations. Candidates should also have substantive expertise in technology trends, space, and/or adversary capabilities in order to assess current and future threats to NRO operations, networks, and capabilities. The All-Source Intelligence Analyst has responsibility for participating in the research and consolidation of all-source intelligence products pertaining to foreign capabilities and employment of space and counter-space systems to include systems and employment that threaten NRO research, design, acquisition, launch, operations, sustainment, and protection. The candidate must employ a wide range of intelligence skills and background knowledge to research reporting on capabilities, developments, and trends in foreign use of space and space systems to include threats to NRO research, design, acquisition, launch, operations, sustainment, and protection; and to forecast future capabilities, developments, and trends.  
 
  • Researches, integrates, and briefs complex all-source studies, reports, papers, briefings, and assessments from IC components on space and counter-space issues for NRO decision-makers in acquisition, operational, and policy-making roles.
  • Leads extensive research of space-related strategy, doctrine, tactics, operations, force structure, deployment, capabilities, systems and facilities, and vulnerabilities and threats. Monitors and integrates valid intelligence requirements from within NRO while ensuring timely, comprehensive, and accurate responses. Identifies significant intelligence gaps and specifies requirements to fill gaps in information. Maintain liaison with counterpart specialists in the Intelligence and Space Communities.
  • Creates and delivers tailored threat briefs to various NRO programs and leadership. Works closely with a team of other intelligence analysts and with other members of the NRO intelligence and acquisition enterprise.
  • Represents the Group, Office, and NRO at site surveys, conferences, and IC and DoD meetings. Co-lead space-specific working groups and communities of interest with other DoD and IC entities to ensure exquisite intelligence is relevant and provided across DoD and IC.
  • Coordinate strategy boards attended by NRO and Directorate and Office top leadership and for senior IC briefers to present at the boards. Responsible for outreach to ODNI mission managers on exquisite intelligence to benefit NRO programs and offices and to contribute NRO expertise to ODNI. Perform as Control Officer for a specific control system.

What You Need:
 
  • Demonstrated mastery knowledge and experience as an all-source intelligence analyst applying threat intelligence to support Intelligence Community and/or Defense Intelligence Enterprise missions.
  • Experience working in technically proficient dynamic team environments.
  • Ability to work within small teams, brainstorm ideas, support group decisions, and solicit opinions from coworkers. Excellent interpersonal, collaboration, mentoring, and teamwork skills.
  • Self-starter with ability to work independently and with a strong drive to develop new ways to gather and investigate complex and disparate data sets to extract salient points, articulate them clearly, and advise leadership.
  • Demonstrated mastery research, analytic, critical thinking, and communication skills.
  • Demonstrated mastery writing and briefing skills – leadership of tailored briefings and meetings with, and written communication for, various types of audiences.
  • Demonstrated openness and respect for diverse perspectives. Ability to remain open-minded and re-evaluate analytic conclusions based on new intelligence reporting.
  • Resilience and ability to adapt to competing/changing priorities, requirements, missions, or leadership. Demonstrated flexibility and professionalism.
  • Ability to make sound judgments with bias for action under tight deadlines.
  • Demonstrated collaboration across the IC, DoD, and space community.

Desired Qualifications:
 
  • Knowledge of space, counter space, and/or acquisitions and/or experience providing intelligence support to those areas.
  • Demonstrated collaboration experience across the Intelligence Community and/or DoD within the armed services and/or combatant commands (SPACECOM, INDOPACOM, STRATCOM, EUCOM, etc).
  • Experience with NRO operations, architecture, acquisitions, and/or capabilities.
  • Seeks continuous improvement; requests performance feedback from peers and management.

Other Information
 
  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
  • Financial Disclosure:  Required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Salary

2024 salary range for the Washington DC area:

GG-13:  $117,962 - $153,354
GG-14: $139,395 - $181,216

**This position is a Full Performance/Senior Level position. Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
