Senior People, Learning and Development Manager

The Parole Board is an independent court-like body that is responsible for carrying out risk assessments on prisoners to determine whether they can be safely released into the community. We do that with great care and public protection is our top priority.

All Parole Board decisions are solely focused on whether a prisoner would represent a significant risk to the public after release. Not all decisions Members make are popular, but they make these decisions fairly and objectively. The Parole Board covers parole work across England and Wales, including conducting hearings across all prisons and working with witnesses from the probation service, prison service, psychology as well as with legal representatives. So – we are both complex and we are interesting!

The Board is made up of about 220 members of secretariat staff based in our London Head Office and approximately 320 Members who make decisions on risk and hold hearings at prisons around the country.

The Parole Board is an executive non-departmental public body, sponsored by the Ministry of Justice. Staff who work for the Parole Board Secretariat are Public Servants and not Civil Servants.

Job Purpose

To oversee and ensure delivery of support services to Parole Board staff, clearly aligning these with the needs of the organisation. Lead the recruitment, induction, learning and development of staff at the Parole Board, leading our people strategy and workforce planning and ensuring staff are properly managed allowing them to deliver the Parole Board Business Plan objectives.

Scope of Responsibilities:

The Senior People, Learning and Development Manager has responsibility for activities and actions relating to:
• Strategic development and delivery of a CPD training programme for staff;
• Lead HR, learning and development and recruitment services to staff;
• HR Business compliance;
• Workforce planning

Managing a team of 4 (2 HEOs and 2 EOs)

Primary Deliverables
• Update and deliver HR policies.
• Improve recruitment services to staff.
• Design and lead the delivery of a CPD programme of training for staff.
• Strategic and practical HR support for the people change within the Operating Model Change programme
• Develop, provide and monitor workforce analytics to support the Senior Leadership Team.

Person Specification

Essential
• Demonstrable previous experience working in a people management role delivering:

o Strategic planning;

o Providing compliant and practical HR advice;

o Analysing HR data and trends;

o Budget and payroll management; and

o Recruitment.
• Experience delivering and/ or creating training and/or events.
• Exceptional skills and experience of:

o Relationship building; and

o Team management.
• Approachable and collaborative.
• Good understanding of Excel and data gathering and reporting.
• Strong report writing skills.
• Experience of leading a people change programme.

Willingness to learn new skills and work at pace.

Desirable
• CIPD Level 5 or demonstrable equivalent experience and knowledge

Main Duties:

Management and leadership
• Manage and support a team of 4, with two direct line reports.
• Co-Chair the Engagement, Improvement and Recognition (EIR) Staff Committee.
• Promote an organisational culture of transparency, fairness and independence.
• Actively contribute to and deliver against the PB and functional hub’s business plan, change and organisational priorities.
• Represent the organisation at cross-departmental meetings, and liaise with the union to ensure consultation on relevant changes that may affect staff terms and conditions.
• Build and maintain collaborative working relationships with external stakeholders to ensure the Parole Board’s people needs are fully supported.

HR and Policies
• Oversight and responsibility of all staff policies and procedures ensuring compliance and accuracy.
• Ensure managers and staff are informed of, and trained in, relevant policies and procedures.
• Provide compliant and practical HR advice to the secretariat and business.

Training
• With the Staff Recruitment and Training Managers’ input, produce a learning and development strategy for all staff.
• Lead the Staff Recruitment and Training Managers to implement a learning and development strategy for staff which can dovetail with the member L&D strategy and overall organisational needs and skills gaps across the business.
• Provide people training where required.
• Direct activity and delivery to understand staff training needs.

Reporting and audit
• Responsibility for accurate payroll, bonus, pension, headcount any other data required internally or for MoJ reporting.
• Responsibility for the collection, maintenance and analysis of people data and trends to draft regular reports and recommendations for the Head of Governance.
• Work with the Head of Governance on the annual pay award bid, providing data to support the bid, scenario planning and ensuring co-ordination with the people strategy.
• Oversight of staff data for the Annual Report and Accounts and audits.
• Create and maintain contingency and information assurance plans.

Recruitment
• With the Head of Governance create a workforce plan identifying talent and succession.
• Strategically guide and ensure delivery from the recruitment team on staff recruitment across hubs, reviewing business cases, with suggested planning and amendments.

Oversight
• Oversight of the Performance Management Review system, ensuring compliance with budget restrictions and policy.
• Organisation and delivery of people surveys and accreditations.
• Oversight of day-to-day people guidance.
• Responsibility for pension compliance.

Office requirements

This role is hybrid. You will be required to spend 20% of your time in person contact. This is either at the PB office, an MoJ hub office, with PB colleagues, members or MoJ colleagues or in training.

If you are a national candidate please be aware that if successful you will be expected to attend the Canary Wharf office at least quarterly for team or staff meetings. Travel for these purposes will be reimbursed for national employees.

This role will require some travel outside of these requirements.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Check.

The Parole Board offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Parole Board welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
