Summary

The Land Agent I/II completes routine assignments involving acquisition of all private and governmental land rights necessary for construction, operation, maintenance and protection of the company's distribution, transmission and communication facilities.


 

Minimum Requirements

Land Agent I

  • High School Diploma or GED required, Associates Degree with emphasis in real estate preferred. 

  • Requires demonstrated oral and written communication and interpersonal skills. 

  • Must have mathematic skills in algebra, geometry and trigonometry and a basic working knowledge in a Windows computer environment. 

  • Previous experience with legal property descriptions, real estate law, and utility engineering/specifications. Valid Arizona Driver's License required

Land Agent II

  • AA degree with emphasis in real estate related disciplines and two years experience in right-of-way acquisitions; or a minimum of two years related Utility experience in land-related disciplines including Boundary Control and Legal Principles, and Principles of Right-of-Way Acquisition; knowledge of right-of-way acquisition practices, legal, and real estate principles and practices, and negotiation techniques.

  • Valid Arizona Driver's License required.

 

Major Accountabilities

1. Prepare and submit appropriate governmental and Tribal right of way applications and provide required backup information such as certified legal descriptions, archaeological studies, endangered plant and animal surveys, plats and special studies required by such agencies as USFS, BLM, ASLD, various Native American tribes, etc.; ensure that all ongoing governmental stipulations are complied with and that rentals are fair and appropriate.

2. Negotiate and acquire routine distribution land rights such as easements, municipal/county/state permits, subordinations, releases, waivers and abandonments; assist senior and lead agents in acquisition of easements and other land rights for sub-transmission and EHV transmission line projects.
3. Analyze individual job engineering requirements to establish type and extent of land rights needed to protect company facilities; research public records to determine ownership and type of land rights to be acquired; prepare appropriate legal documents and applications.
4. Mitigate routine right-of-way encroachments and prepare documents for protection of company facilities; assist Senior agents as required with more complex assignments.
5. Provide research assistance necessary for litigation, and compile documentation for existing company land rights including reimbursement in relocation projects.
6. Assist and support all departments/divisions company-wide in all aspects of land and land rights acquisitions, project planning, and environmental audits.

Flex Role:
This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work. Employees will have two options to choose from: 

  • APS office based: The employee prefers to work most of the time from an APS facility.
  • Home based: The employee prefers to work most of the time from his/her home.

 

*Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
