The role

This is a key role for a talented and innovative senior leader with the drive to transform a specific area of our Training Design Service (TDS). Leading this aspect of the TDS this person will enable the business to deliver learning that is blended, active and provides customer delight.

In this role there is great scope to make a significant and tangible impact to Royal Navy Training Design Services. Working in a dynamic business this role demands collaboration across a range of stakeholders, our ideal candidate will have led and operated in a commercially focused learning partnership; working at the strategic/operational level.

They will manage the implementation of major change initiatives; lead the transformation training design team in response to new training requirements and will oversee the production and maintenance of all relevant training design documentation including FTS, TPS, TOs, WTS, RTGS, LSpecs and AStrat and all media requirements for course delivery. This role will combine needs analysis and specialist knowledge to enable all teams to create relevant L&D interventions. Although this position will be working in a military environment, the right candidate does not need a military background.

The Training Design Manager’s main duties are to:

  • Manage the Training Design Service Tranche 2 Team, circa 30+ personnel, in producing DSAT compliant documentation for multiple MOD sites within standardised design processes;
  • Manage the implementation of major change initiatives; lead the transformation training design team in response to new training requirements producing and maintaining all relevant training design documentation including FTS, TPS, TOs, WTS, RTGS, LSpecs and AStrat and all media requirements for course delivery
  • Review of all in scope training courses, maintaining course materials and curricula, trainer competence requirements, design documentation, delivery methods and media to ensure that such training courses are transformed using active learning methodologies and appropriate assessments to satisfy relevant learner requirements;
  • Capture and articulate training needs arising from new or changing requirements through the transformation period 
  • In agreement with the transformation key member, provide discrete Training Analysis to recommend new or transformational training requirements and identify the optimum training solution to meet the identified requirement, balancing time, cost and quality.
  • Provide training solution(s) to meet the Customer/Authority’s training requirements, balancing time, cost and quality, and define the training solution at the appropriate level of detail; 
  • Lead Training Design Reviews to ensure outputs are meeting the quality required (internal and external evaluation/assurance);
  • Data driven provide reports to the Programme Manager and Head of Analysis and Design
  • Responsible for making moderate to significant improvements of processes, systems to enhance performance of the team and work areas.

Candidate Requirements:

Essential:

The TDS Manager for Tranche 2 should have experience and a good working knowledge of the following:

  • Work in collaboration with key stakeholders to design and deliver learning interventions that support the learner requirements of a modern Royal Navy – must have experience in developing active learning interventions;
  • Implement and support an agile delivery model within the team – apply agile methodologies throughout the transformation process
  • Establish a training structure and plan and develop a learning culture - Ensure that the transformation team possess the requisite skills and resources required to be effective at delivering customer requirements;
  • Proactively take an evaluative approach to learning interventions, and actively practices continuous improvement across the service, developing a more consultative service to meet the customer needs;
  • Ensure all learning interventions are the most effective solution, utilising a blended learning approach;
  • Manage the team resource and workflow to enable the most effective use of the team and ensure VfM for the customer. Continually manage the resource and roadmap to ensure full utilisation of resources;
  • Must have demonstrable experience of large content delivery and project management;
  • Work with partners and colleagues to measure the impact and effectiveness of training and other learning methods and implement measurable CI based on feedback;
  • Promote clear communication of the training, learning and development offering to our customers and partners.

Desirable:

  • Having a thorough understanding of DSAT and/or other learning processes such as ADDIE;
  • Have extensive experience and understanding of training analysis and design which would ideally be in a Royal Navy context or a further education setting;
  • Ability to use data and information to create insight and to drive service/performance improvements;
  • Evidence of understanding and analysing client requirements building curriculum and training to support those needs;
  • Work flexibly to address client needs emerging over the contract life;
  • Understand processes applied to training analysis and design and have experience in various development and delivery environments and have contributed to the analysis and design of significant training programmes; and
  • Experience in the use of technology to support learning delivery.
