Project Overview:
Bechtel Cavendish Nuclear Solutions (BCNS) is a joint venture between Bechtel Ltd and Cavendish Nuclear Ltd, working since 2011 to deliver the Pile Fuel Cladding Silo Retrievals (PFCS) Project alongside and on behalf of the client; Sellafield Ltd. The Pile Fuel Cladding Silo is a Legacy and Pond Silo facility. As part of the client’s hazard and risk reduction programme, the PFCS project was tasked to successfully deliver plant and equipment capable of accessing the historic waste, removing it and transferring it into containers for safe interim storage. Using a ‘fit for purpose’ model and operating in close collaboration with Sellafield Ltd, a solution was delivered that met the functional requirements by the most efficient means. The contract is now in the third phase (Full Retrievals), which involves further modifications to the silo to enable the eventual installation of the second set of retrievals equipment (currently sitting at Rosyth), along with various productivity enhancements to the existing equipment. This work is likely to continue at least into 2025. The role will be based primarily at the site at Sellafield, Cumbria, UK however travel to Rosyth in support of Integrated Testing and training, works testing across the UK, and Warrington head office may also be required. Site-based personnel usually work compressed hours Mon-Thu. Flexible working arrangements will be considered. Various shift patterns may be required to support project delivery.
Position Summary:
- Prepares project control plans and detailed staffing utilisation plans for discipline or specialty activities.
- Assists in preparing schedule data for proposals or contract negotiations.
- Ascertains that the correct scope of work and the project execution plan are reflected on all schedules.
- Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations to coordinate work sequences with the total project plan.
- Establishes and implements methods for determining activity durations within assigned disciplines or specialties.
- Develops quantity release or installation curves for assigned disciplines or specialties. Reviews and evaluates quantity records to ensure total quantities are represented for a particular discipline or specialty. Develops required job hour expenditure for assigned disciplines or specialties. Assists in determining levelling decisions. Performs quantity, manpower, and cost resource loading for assigned schedules. Performs invoice preparation for payments based on cost loaded schedules as required. Performs performance monitoring and control functions.
- Assists cost trend engineer in reviewing home office cost and jobhour information with the cost engineer and planner. Coordinates construction trends with the field project control engineer. Analyses quantity and cost information and predicts changes and trends. Assists with the review and issuance of the monthly project cost and trend reports. Coordinates quantification and estimates for trends and scope changes and provides feedback to estimating regarding cost trends and lessons learned. Interfaces with other members of the project team and provides miscellaneous cost support to Program Lead Cost Engineer as requested. Provides plans and recommendations to mitigate the impact of potential trends.
- Analyses schedule data and identifies and acquires the information needed to complete work logics to interface between assigned disciplines or specialties. Assists in developing specific project codes of accounts and work breakdown structures and recommends appropriate modifications and revisions.
- Determines critical-path activities for assigned discipline or specialties and identifies significant activities supporting interdisciplinary requirements. Identifies critical path for discipline or specialty work activities.
- Develops and monitors short term (2-4 week) engineering and/or construction schedules.
- Monitors schedule deviation for assigned disciplines or specialties including subcontractor submittals and recommends corrective action/workaround solutions for project considerations.
- Develops and writes the schedule commentary that appears in the monthly progress and similar reports.
- Identifies and reports activities that have a critical or potential impact on the schedule.
- Provides analysis and reports on assigned areas to the project.
- Ensures work is completed as scheduled.
- Provides technical and operational direction to assigned personnel.
- Maintains relationships with the Project Manager and project personnel, particularly individual discipline group leaders and engineers.
- Ensure Project Controls data, information, and reports generated by the Rap and Silo Project Controls Group are reviewed for technical accuracy and approved for distribution prior to their being issued for use.
- Support the selection and appropriate implementation of project controls tools for project use in meeting contractual and management requirements for the Project Controls system.
- Provides comments and recommendations for planning and scheduling/cost engineering requirements relative to staffing and project control. Prepares detailed staffing plans for planning and scheduling/cost engineering activities.
- Reviews or assists in reviewing proposal provisions related to schedule/cost engineering and material control and develops supporting data for contract negotiations.
- Interfaces with designated Bechtel management and client counterparts for specific planning and schedule tasks/cost presentations.
- Prepares and presents cost engineering/estimating/planning and scheduling information to management/client.
- Creates and implements measurement systems for established processes, analyses performance metric results, and identifies improvements. Ability to use statistical tools to analyse metrics (e.g., regression, analysis of variance, correlation), and ability to analyse measurement systems to identify bias, repeatability, and stability issues.
- Supports development of Project Controls standards and procedures. Supervises and supports the compilation of historical data.
- Supervises the timely and competent preparation of cost estimates. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
- Plans, organizes, and supervises development of project cost budgets.
- Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
- Supervises investigating requirements for estimating and/or cost control data for specific discipline or other specialty applications. Identifies needs for cost analysis support for the project and recommends development or modification of cost engineering data standards. Supervises performance of cost analysis activities within the project.
- Supervises the collection, verification, and integration of work scope for all entities into the total project plan. Reviews the representation of project scope in schedules.
- Plans and supervises the effort to establish milestones for total project or major portions of the project. Reviews project work activities to ensure support of project milestones.
- Monitors and reports critical path and schedule performance of the total project. Supervises project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to project team for discussion.
Qualifications & Skills:
Essential:
- Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
- Skilled in oral and written communication.
- Proficiency in using PC operating systems and several basic software applications. Proficiency in using multiple discipline-specific software applications currently used by Bechtel (e.g., ePCWorks, Primavera, and Microsoft Project)
Desirable:
- Knowledge of engineering and construction management customarily acquired over time through specialised instruction or practical experience.
- Knowledge of current industry and technical developments.
