Project Overview: 

The Project is the modification of an existing process facility and construction of new facilities located on URENCO’s site in Capenhurst, Cheshire (UK).  URENCO Nuclear Stewardship Limited (UNS) is a UK subsidiary of URENCO which undertakes management of nuclear materials, decommissioning and recycling. UNS provides services to the United Kingdom’s Nuclear Decommissioning Authority (NDA), including the storage and management of legacy uranium hexafluoride (UF6) which is stored at URENCO’s site in Capenhurst, UK. The legacy UF6 material originated from a number of sources and as a result contains different qualities and concentrations of contamination. The legacy UF6 material is stored in 11,250 cylinders which are up to 60 years old and due to deterioration in cylinder condition a solution is required for re-processing the material for safe long-term storage.  In order to provide a solution for this legacy material, UNS has proposed the design and construction of a Legacy Tails Separation Facility (LTSF).  The LTSF project involves the modification of an existing facility  on the Capenhurst site to enable the processing of the legacy cylinders. The primary goals of the LTSF processing activities are to transfer the contents of the legacy cylinders into new compliant cylinders and to separate the contaminants from the UF6 to enable onward processing. The resulting clean material, in new compliant cylinders, can then either be sent to other facilities for enrichment or to URENCO’s Tails Management Facility (TMF) for deconversion.

The Project scope includes the planning of Front End Engineering Design (FEED), design optioneering, production of a basic design and delivery of a FEED. Subject to successful completion of FEED, there is the potential for a follow-on EPCM contract to be awarded.  The Project will be executed with a consultant organisation who are experienced in the design and management of risk, safety cases and permissioning/licensing of UK Nuclear facilities.  The design consultant is located in Warrington, Cheshire (UK) and we have a shared project office. The role will primarily be based at the project office however travel to the project site location (Capenhurst) will also be required. Flexibility in work location includes a minimum of three days per working from the project office and/or site.

 

Position Summary:   

Assists the management of specialist consultant team to develop, integrate and implement all project-related licenses and consents critical to the success of the project.    Assists Consents and Sustainability Manager to ensure that legislative requirements are properly evaluated and interpreted and that plans are in place to achieve and maintain compliance with all necessary licenses and consents applicable to the assigned project.  Provides technical assistance to other project personnel and contractors on requirements for licensing and consents.   

 

Job Dimensions:

  • Receives supervision from the Consents and Sustainability Manager.   

B.  Supervision Exercised 

  • Supports the Consents and Sustainability Manager in the technical oversight and direction to relevant specialty subcontractors. 

C.  Contacts 

  • Maintains relationships with the internal organisation, project team, customer and contractor/subcontractor representatives to coordinate consents issues, identify and coordinate integration of project-specific consenting requirements into project design specifications, construction plans and schedules, and subcontractor bid packages. 
  • Builds relationships and maintains contact with consent granting bodies, as appropriate, to obtain and discharge project consents. 
  • Maintains contact with other Consenting and Environmental personnel within Bechtel to seek support and advice and to keep them informed of changing requirements. 
  • Maintains contact, as appropriate, with technical and regulatory stakeholders to discuss consenting requirements, obtain information on regulations, initiatives, technical requirements and standards. 
  • Maintains contact with customer to support ongoing project environmental compliance efforts and customer targets and aspirations. 

Essential Job Duties: 

  • Assists with the management of programme, plan and delivery for all required land use planning consents and environmental permitting for construction and operation.    
  • Assists with the Consents Strategy and delivery of any Environmental Impact Assessments.  Responsible for technical review and assurance of environmental deliverables required as part of the land use consent process.  
  • Assists Consenting and Sustainability Lead with stakeholder engagement with all technical and regulatory interfaces as part of the licence and consenting.  
  • Monitors compliance with consents throughout the project works to ensure the consents are complied with and discharged, including developing and managing a compliance management procedure and audit regime.  
  • Informs project teams of consents requirements and ensures they are incorporated into processes and procedures by subcontracts, engineering, and construction personnel.   
  • Acts as a point of contact for the project on matters relating to consents and EIA and liaises with Urenco on their commitments and aspirations.

Qualifications and Skills:

Essential:

  • Relevant degree in town planning, environmental or sustainability related field. 
  • Knowledge of environmental key topics and issues on complex infrastructure construction projects. 
  • Demonstrable experience in supporting consenting activities on major schemes including experience supporting delivery of environmental statements. 
  • Knowledge of UK land use planning policy. 
  • Demonstrable experience of supporting the management of consultants and working with multidisciplinary teams on complex projects. 
  • Working knowledge of project and risk management processes and procedures.

Desirable:

  • Good communication skills (oral & written) including negotiation and influencing skills and the ability to establish effective working relationships with a variety of people at different levels both internally and externally. 
  • Ability to organise and prioritise own work demands, set and meet deadlines and follow-through within a fast-paced environment.
