What you’ll be responsible for
As Water Performance Manager you will:
- Manage and oversee the Water Control Hub team, including directly line managing Water Assets Controllers and Water Response Analysts. You will need to be an experienced manager, with operational decision-making experience, as well as incident / event management experience.
- Engage with Operational Response team to ensure the OR and OC, and response functions, are optimised and working efficiently to ensure optimal Operations Response. Ensure Control Hub provides support for implementation of critical response enablers (such as event management systems) and other DCWW initiatives to improve operational and event performance.
- Engage with the water and waste senior operational managers to ensure effective operational service, undertaking operational activities and triaging alarms and response effectively. Work on root cause analysis and identify opportunities to improve asset performance.
- Responsible for ensuring the Water team manage and optimise water assets and water networks across Wales as efficiently as possible, taking water resource/abstraction/operational restrictions, WTW available capacity, and cost into consideration. Lead the team to build capability and ensure team are competent to make operational decisions to adjust pressures, flows and WTW output as required.
- Lead for water operations on event planning alongside the OR function. Support operations during events by liaising with Emergency Planning to understand what contingency equipment is available and support operational teams by arranging transport of key equipment where required. Support operations with seasonal plan preparation including Storm preparation and lead on operational resilience planning, such as supporting development of total loss contingency plans, power outage plans. Provide incident and event support for both water and waste as required.
- Define and develop key performance metrics to understand the performance of the team and be able to demonstrate these at Head of Service level to convey operational response across water.
- Carry out effective line management activities of the performance managers
- Work with the performance managers to ensure budgetary control is maintained and efficiency are driven where possible, including defining budgetary targets around overtime etc. Engage operational teams to achieve defined opex efficiencies per year, and work closely with Water and Waste operational colleagues to implement.
- Support with creation of new procedures and adaption of current procedures to capture tasks which will be undertaken by the Control Hub, and work with IMS, audit and Operational teams to implement.
- Responsible for driving operational implementation of key strategies under the SMART strategy,
- Working with Water Operational teams you’ll produce plans for capacity and flow management as part of sign off for risk assessment processes.
- Support with preparing data, logs and incident Information as part of any regulatory submissions required post-event. Ensure that all event management paperwork is completed by the teams and decisions are tracked and logged. Liaise closely with emergency planning to move contingency.
- Work with the teams to ensure they are engaged and supported, with communication and support ensured when working outside of core hours.
- Where required, be an additional incident support function, as meets the needs of the business. Participate in a standby rota and undertake any other duties that may be required to meet business needs.

About you
Knowledge, Skills & Experience
- Minimum 4 years’ experience operating at a supervisory, management or analytical level within Operations in the Water Industry, Utilities or Engineering sectors.
- Strong Operational decision maker, with extensive experience in the management of Safety, operations, and incident/event management.
- Degree in STEM subject or equivalent operational experience
- Strong decision-making skills, ability to ensure that risks are considered and understood with particular focus on prioritising Health, Safety, Wellbeing and Quality at all times
- Demonstrable experience of working with Drinking Water Safety Plans and has the technical ability to assess risks to water quality, review asset performance and implement improvement actions
- Demonstrable track record of ensuring processes and governance are in place and teams are clear on roles and responsibilities, with the ability to lead incident reviews and produce written reports which can support internal business and regulatory reporting
- A strong communicator, able to deal with internal and external stakeholders in a professional manner promoting a positive image of DCWW at all times
- Full knowledge of DCWW Operational Safety and Quality procedures, as well as a good understanding of Incident Management and Security Response procedures.
