Contract and Disposal Manager at Thurrock Council

Job Descrption

Salary: £50,511 - £58,266 per annum

Grade G

Permanent Contract

37 Hours per Week 

Main responsibilities

  • Take a lead role in the procurement processes relating to contracts for Place directorate
  • Ensure that all contracts are compliant with legislative and other regulatory prescriptions
  • Ensure that Thurrock Borough Council, as a Waste Disposal Authority, complies with all Government prescriptions, guidance and regulations.
  • Ensure that contract processes are performance led and meet the needs of the Directorate.
  • Actively explore the potential for development of joint contractual arrangements with strategic partners and other external public or private sector organisations.
  • Represent the Council externally as appropriate in regard to service improvement and performance benchmarking.
  • Manage Commercial waste Contracts & Service Level Agreements

Key experience and skills required

  • Proven ability to manage and monitor complex contracts, including the ability to robustly challenge when appropriate
  • Well-developed negotiation and influencing skills
  • Effective written and oral communication skills
  • Effective interpersonal, motivational and influencing skills
  • Ability to interpret, analyse and organise complex information and to use this to inform decision making
  • Ability to manage projects within agreed timeframes and budgets.
  • Strong budget management skills
  • Experience of managing multiple complex contracts within a partnership and performance management framework
  • Experience of contact procurement and administration
  • Demonstrable experience in the tendering and letting of contracts
  • Experience of contract procurement regulations and best practise.
