Counter Terrorism Policing is a collaboration of UK police forces working to keep people safe from terrorism.

Our Borders Officers are at the front line of protecting national security from the threats posed by terrorism at UK borders and ports.

We’re looking for an enthusiastic, flexible and proactive Sergeant to join us as Borders Supervisor at the West Midlands Counter Terrorism Unit (WMCTU). Based primarily at Birmingham International Airport, there may also be a requirement to occasionally deploy to other sites across the National Borders network.

This role is offered on a 2 year secondment basis to Constables serving in Staffordshire, Warwickshire and West Mercia Police Forces, and on normal posting terms for West Midlands Police Officers. 

The role

As a supervisor within CTP Borders, you’ll utilise a range of legislation including Schedule 7 and 8 or Terrorism Act 2000, Schedule 3 Counter Terrorism and Borders Security Act 2018 and Schedule 1 of The Counter Terrorism Security Act 2015, to identify, examine and report on individuals, freight and identify any possible insider threat issues.

You’ll be responsible for the collation and dissemination of evidence and intelligence in support of national security and criminal investigations, working in partnership with key stakeholders and the diverse and transient community within Birmingham and Coventry airports.

You must demonstrate high levels of integrity and confidentiality due to having access to sensitive information and intelligence.

This is a demanding and challenging role and you’ll need to demonstrate excellent communication and interpersonal skills and the ability to work on your own initiative under pressured timescales.

You’ll be required to attend and pass a National Borders Procedures Course within six months of joining the team to become an accredited officer. You’ll need to manage your own continuous professional development during the subsequent two years until re-accreditation (this is a two-year cycle).  

Responsibilities

  • Responsible for the supervision of a team of officers and police staff who undertake proactive and reactive examinations of persons and freight travelling through West Midlands Region under schedule’s 7 & 8 Terrorism Act 2000 and Schedule 3 of Counter-Terrorism and Border Security Act 2019. 
  • Ensuring compliance with current Codes of Practice, legislation and proportionality.
  • Supervise the submission of intelligence products in line with current guidelines and compliance with NIM, CPIA, POCA and MOPI.
  • Identify and develop intelligence requirements in support of national, regional and local priorities.
  • Raise awareness and promote the work of WMCTU Borders within local communities and neighbourhoods.
  • Develop and maintain a good understanding of current affairs at local, national and international level that may have an impact on the communities of the West Midlands Police.
  • Promote and develop partnership working, supporting all partner agencies in order to build trust and confidence throughout the Airport environment.
  • Ensure that all members of staff comply with current GPMS policies.
  • To act as an Examination and Review Officer under Schedule’s 7&8 of the Terrorism Act   2000 and Schedule 3 of Counter-Terrorism and Border Security Act 2019. 
  • To supervise and direct the gathering of intelligence in respect of terrorism, espionage, subversion and proliferation.
  • To direct and supervise activity in response to Child Abduction offences.
  • Implement national and local operations in conjunction with local partners.

Essential

A proven operational background.

Supervisory experience.

Experience managing threat, risk and harm.

Highest level of personal Professional Standards of behaviour.

Experience delivering policing within diverse communities.

Experience of managing professional relationships with external partners/stakeholders. 

Desirable

Proven investigatory skills and / or intelligence background.

Experience of dealing with serious organized crime and POCA.

Working knowledge of the Regulation of Investigatory Powers Act 2000 (RIPA).

Knowledge of Counter Terrorism strategy, legislation and tactics.

Additional information

Due to the nature of the role, you’ll need to be fully operational. The post is not suitable for restricted officers.

Security Clearance

⚠ This role is subject to successful completion of Security Check vetting.

You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTP WM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearances as above.
