Salary range: £64,687 - £72,402 p.a. incl. London weighting
Contract: Permanent
Hours of work: 40 hours per week     
Location: Brent Civic Centre and other locations from time to time    

 

We are a shared ICT service, supporting the local councils in Brent, Lewisham and Southwark, as well as the Local Government Association, and the Department for Housing and Pensions. We are located at the Brent Council’s Civic Centre, Wembley, with onsite client teams at Laurence House in Catford and Tooley Street, near London Bridge, Southwark

The Post

 

About the Shared Technology Service 

Shared Technology Services are looking for a Commercial Contracts & Procurement Manager which is a pivotal role within the shared service working across all councils. Reporting to the Head of Projects & Partnerships, the successful applicant will be responsible for ensuring the successful procurement of fit for purpose solutions, supporting effective contract management of existing and new services, and managing a team of procurement officers. 

In this role the successful applicant must understand and be able to deliver end to end lifecycle processes in accordance with public procurement legislation and council policies to achieve value for money in a timely and efficient manner.  

The successful applicant must be able to evidence a sound knowledge of procurement practices and legislation within the public sector and ideally benefit from knowledge and/or experience within the IT sector.  Also be highly organised and used to dealing with a complex workload.

 

The Person

The ideal candidate will have with extensive experience in understanding business strategies and developing category and sourcing approaches, aligned with our business and functions. You will have: 

  • Experience in a procurement role including having responsibility for relevant categories.
  • CIPS qualification preferred
  • Understanding of Category Management and Supplier Relationship Management tools and techniques. 
  • Be familiar with Public Contract Regulations (PCR 2015) Procurement and associated Tendering and Governance processes. 
  • In-depth understanding of supply markets, commercial practices, and best practice ways of working for nominated category products and/or services. 
  • Strong working knowledge of operational procurement practices and tools.
  • Experience, as IT/Technology Category Manager in a Procurement function
  • You have recent experience of having undertaken an OJEU procurement for an IT Service with a value in excess of £10m 
  • You have a track record of managing supplier negotiations across different categories of spend.
  • Experienced in managing teams
  • Analytical and logical nature, highly numerate with demonstrable experience of using Excel
  • Confident communicator with an engaging personality
