Job Descrption
This post will be aligned closely with the GIRFT programme to ensure a strong collaborative emphasis and consideration of the total patient pathway is considered at all key points. The team engages with a number of internal and external stakeholders, including, transformation programmes, Primary Care Commissioners, provider groups as well as clinical professionals in a fast-paced, high profile environment. The team is based across two sites: Wellington Place, Leeds, and Wellington House, London. Regular travel between the two and throughout England is required.

The Clinical Advisor will work with programme senior responsible owners and other stakeholders to develop and deliver the programmes ambitions improving the quality and value of healthcare services and ensuring programmes are clinically focused and credible. The role will also provide the senior management team in Elective and Outpatient Recovery and Transformation with expert guidance on clinical issues relating to primary... care and the improvement of elective care systems. They will also contribute to definition of the outcome measures by which clinicians and patients recognise services should be judged. The Clinical Advisor will be responsible for the provision of high-quality clinical leadership and advice to drive national clinical commissioning leadership.

Their focus will be on all aspects of elective care delivery and recovery, with a particular focus on the interface with primary care and will: Provide senior clinical input in support of direct commissioning including specialised commissioning (through the clinical reference groups) and other direct commissioning functions Support the development of a network of clinical leadership and advice nationally across the breadth of NHS England and NHS Improvement including local and regional teams and clinical networks senates To champion the principle of making clinical leadership and engagement in improving person centred care central to discussions and decisions across commissioning Enabling patient and public involvement To act as a champion for patients and their interests To work within NHS Improvement and NHS Englands co-production approach for involving patients, carers and citizens in the development of commissioning tools and resources To embed patient and public involvement into the organisations decision making and practice at all levels Promoting equality and reducing inequalities To uphold organisational policies and principles on the promotion of equality To create an inclusive working environment where diversity is valued, everyone can contribute, and everyday action ensure we meet our duty to uphold and promote equality To influence and shape the commissioning of services to eliminate social and cultural inequalities for disadvantaged groups Partnership and cross boundary working To harness expertise and advocacy by engaging with a range of organisations; including, the voluntary sector, Royal Colleges, specialist professional associations, patient groups, community health services and social care to develop a shared focus on improvement and alignment of purpose To act as a spokesperson for NHS England (e.g. with the media) when appropriate To develop excellent clinical partnerships with, and provide advice to, other bodies including Department of Health and Social Care (DHSC) To work closely with clinical networks and senates to deliver objectives Leadership for transformational change To model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes To promote and use an agreed change model, influencing others across the commissioning system to bring about transformation and recovery To promote innovation and research through leadership, promoting data scrutiny, evidence synthesis and thereby influence commissioning Developing an excellent organisation To value and model matrix working at all levels in the organisation To actively support the development of individuals and the team through appraisal, personal development planning, coaching and mentoring To work in partnership with others and as part of cross directorate teams to deliver successful outcomes To support the organisations ways of working, model its values and champion the NHS Constitution To ensure the health, safety and wellbeing of all staff within the team Secondments Applicants from within the NHS will be offered on a secondment basis only, agreement should be obtained from their employer prior to submitting the application
