Role Purpose
At Flutter we are embarking on an ambitious global finance transformation programme over the next three years. The Head of IT Controls Transformation will be responsible for delivering a significant portion of the Internal Controls Financial Reporting (ICFR) pillar of the global finance transformation programme, as well as supporting the other finance transformation pillars (e.g. finance ERP implementation) by providing ICFR input and insight. The Head of IT Controls Transformation will report to the ICFR Lead.
The ICFR pillar includes the delivery of ;
• Transformation of the ICFR annual cycle
• Transformation of how ICFR are designed, implemented and operated, across the global organisation
• ICFR support for the wider transformation being delivered through the finance transformation programme, which cover data, systems, people, organisation design, and global process owners.
• Project management and oversight for the implementation of deficiency remediation, for the... purposes of SOX 404 (a) and (b) reporting.
The ICFR pillar covers business and IT processes both at the group and within divisions. Below the Head of IT Controls Transformation our current staffing model is to use external resources (e.g. from a Big 4 firm). The roles performed by external resources can be converted into 3 year full-time contractors if the roles will last for the duration of the finance transformation programme, or permanent employees if we identify new ongoing requirements that will continue beyond the end of the finance transformation programme.
Accountabilities & Responsibilities
• Lead the delivery of a significant portion of the short-term transformation and long-term transformation included in the ICFR project plan, focused on IT controls at the group and within the divisions. This includes IT general controls across the full spectrum of IT domains and IT automated controls. The applications, tools and outsourced service providers include are both finance and non-finance owned, and work will include the oversight of the IT general controls elements relevant to the upgrade of our core finance ERP from on-premise to the cloud.
• Manage the internal and external support, to deliver a significant portion of the ICFR project plan according to the planned costs and timetable.
• Prepare status reporting for the ICFR Lead to the finance transformation Steering Committee, which includes the Group CFO, COO and CIO. Deliver status reporting to the SOX Steering Sub-Committee.
• Propose revisions for the ICFR project plan on a periodic basis to the ICFR Lead, reflecting recommended changes to scope, timetable, resources and dependencies.
• Provide strategic insight and recommendations on a continual basis regarding the Group’s ICFR vision, incorporated into the ICFR project plan, and propose where new tools, methods, processes or other innovations can be incorporated and then subsequently delivered.
• Work in partnership with the team headed by the Director of Internal Controls who leads the existing ICFR processes, in particular management’s testing activities.
• Interact with the Group’s external auditors on relevant portions of the ICFR project plan, in particular to incorporate their feedback and findings into it.
• Support the ICFR Lead to draft periodic reporting to the Audit Committee on the status of the ICFR project plan, in particular regarding the remediation of deficiencies for SOX 404 (a) and (b) purposes.
• Collaborate with the teams of other key internal stakeholders who have ownership in some or all of the ICFR project plan, to deliver the necessary transformation and address concerns they may have. This is likely to include teams reporting to Divisional CFOs and Divisional CIOs, and other senior members of the Group Functions such as Tax and Treasury.
Skills & Capabilities
• Strong project management and organisation skills, in order to be able to manage the delivery of multiple workstreams to short-term and long-term deadlines.
• Strong management skills, for directing the day-to-day activities of the internal and external support.
• Excellent communication skills, to be able to clearly articulate the status of work and the risks that may cause timetable or cost challenges
• Strong ICFR skills, covering IT processes, is essential.
• Able to operate in a fast-paced environment in a management role that is empowered to deliver change
Qualifications & Experience
• PCAOB audit experience and experience in a professional services or industry role
• Experience of delivering ICFR activities day-to-day, across at least one whole financial year cycle
• Experience of navigating material weakness or significant deficiency remediation
• Some experience of significant finance transformation activities in ICFR or with ICFR impacts, such as a GRC implementation, global process owner deployment, an ERP implementation, or technology enablement of the annual ICFR cycle.
• Experience of betting, gaming or online entertainment businesses is advantageous, but not essential
• Experience of Oracle ERP and related Oracle systems is advantageous, but not essential.
Measures of Success
• Achieving an unqualified ICFR opinion from the external auditors for the year ended 31 December 2025
• Delivery of a transformed ICFR environment across the global organization by end of 2027
• Maintaining an unqualified ICFR opinion from the external auditors across the period of finance transformation, most significantly in 2026 and 2027.
• Building the foundations for a culture where ICFR is seen as a critical part of the Group’s external financial reporting, and where roles contributing to ICFR are seen to be excellent progression opportunities into more senior finance roles.
